Sir,
With reference to your Secret Despatch dated the
21st October, 1936, I have the honour to inform you that my visit
to Canton was returned on the 4th November, 1936, by His
Excellency the Chairman of the Kwangtung Provincial Goverment,
General Huang Mu Sung, and His Honour the Mayor of Canton, Mr.
Tseng Yang Fu: the latter was accompanied by his wife.

Other distinguished members of the party were Dr.
Philip K.C. Tyau, Special Delegate for Foreign Affairs, Colonel
Li Fong, Secretary to the Mayor, and Mr. Chang Yuen Man,
Counsellor to the Chairman.
3.
Mr. T.L. Soong, Commissioner of Finance, was
prevented at the eleventh hour by illness from joining the party.
The presence in Hong Kong of General Gaston K. Wong, Commissioner
for Hainan, enabled me however to fill very suitably the gap thus
caused at the various functions.
4.
The Consul-General, Canton, and his daughter
stayed at Government House for the period of the visit and I
gain have to record my deep gratitude to Mr. Phillips for his
immeasurable contribution to its success.
5.
The Chairman, the Mayor and Madame Tseng Yang-Fu,
were also accommodated at Government House, but its paucity of
